No separate planning permission needed
Clackmannanshire has NOT designated any short-term let control area (whole or partial). Because there is no control area, planning permission is only required for secondary letting if there is a material change of use, e.g. sub-division, separation of an annexe/outbuilding, or a shared/communal entrance (most flats). Ordinary single-house lets that keep all existing facilities and layout generally do not need planning permission. Note: for secondary letting only, applicants must still supply either a planning permission grant, evidence of a pending planning application, or proof planning permission is not required (e.g. certificate of lawfulness) as part of the STL licence application — this is a national mandatory-condition requirement, separate from control-area status.
